Skagit Outlaw Quarter Midgets

These rules are designed as guidelines for the smooth operation of a quarter midget race. We realize that these drivers are children. These rules were written to instill an even playing field for everyone, and to teach the proper race etiquette and values for the young drivers, crew, family, friends and everyone that these children are in contact with during a race event. They are also written to promote continuity and fairness to all.
Skagit Outlaw Quarter Midgets is not a QMA sanctioned track. We follow SOQM rules but try to align them to allow QMA participation.
These rules shall be interpreted for the spirit that they were written. Loopholes, specific wording, and gray areas shall not be used for gain in any form.


RACE DAY FORMAT
Sign In 8:30-10:30 AM
Have cars inspected by technician , bring paperwork to sign in booth. Quarter midgets need to be kept in fenced in area once they have checked in. Cars may be taken to trailers for major repairs with Race Directors approval.
General Practice 10:30-10:50AM
ALL CARS must pack the track!! If you do not participate in track packing, your car will be placed in last position in heat races regardless of pill draw.
Hot Laps 10:30-10:50 AM
Drivers must be present in own class to participate in hot laps.
Pit Meeting 10:50-11:00
1st Heat Race - Novice 11:00
Each class is to be in hot chute 5 minutes prior to scheduled race. After 1st parade lap completion, no car will be allowed to join the race.
2 Heat Races (10 laps) for each class.
Draw for 1st Heat; invert for 2nd Heat. (Points = 1 pt. for 1st place finish on up to 10 pts for 10th place). Lowest point total to pole for main. Tie goes to lower pill draw.
Main Event (20 laps). Championship points apply to main only. Driver Points for 1st place finish will be 50 points with each subsequent place given 2 less points, i.e. 50, 48, 46, etc. Each driver may throw out 1 race total per season.


SECTION I
TRACK AND FLAG RULES
The Flagman and Race Director shall have complete control on race day.
The Flagman and/or Race Director may disqualify any car or driver from a race on any infraction of club rules.
Racing ages: 5 - 15 years old. Only drivers who have paid for yearly club memberships are eligible for championship points. There will be one throw out race. Drivers may move up a class during the season but will be placed 1 point behind the last place car in that class. Driver must move by 3rd race.
No race will be held without proper first aid and safely gear available.
ALL OFFICIAL DECISIONS ARE FINAL (there will be no protests).
Any participant violating any rule may be penalized by disqualification, suspension, and/or loss of points.
Main events will be 20 laps; heat races will be 10 laps each and B Mains will be 15 laps.
All cars leaving the track during a race pull to the outside of the track and engines will be turned off at exit chute.
Cars may not be driven outside of fenced area.
Any hot lapping after a race program has ended must have permission from a board member and all rules and regulations must be observed. PM practice is limited to track availability.
There will be a mandatory ejection from the race event and/or penalty for each party involved in a fight.

GREEN FLAG
Green flag will indicate the start of the race. At completion of the first parade lap, the track will be closed and cars may not participate in the race.
Initial start: The Flagman starts the race at the start line at turn #4.
Last two laps of all races must be completed under green flag conditions.
The green flag will be thrown: However the Flagman has the option to throw a yellow flag if the start was unacceptable. On restart all cars retain their original position.
On the restarts, the line-up will be the same as the last completed green lap with exception to cars that stop on the track. Car placement is determined by previous lap position, not by who caused the wreck.
Flagman may adjust speed of pace laps as needed. The palm up sign means increase speed: The palm down means to decrease speed.
Cars may only enter the track with Race Director's approval.
No cars may enter the track under green flag conditions.
Any display of violence in the pit areas may result in the engaging parties being disqualified, and they will forfeit everything due to them in points for that event.
Every driver draws a pill for heat lap position. Late entries (10:00) will go to the back of their class for heat races. Points from the heat races determine Main line up.
NOTE: In case of unforeseen problems, Skagit Outlaw Quarter Midgets reserves the right to adjust the schedule and/or procedures as needed.

RED FLAG
Red flag stops the race. Stop as soon as possible. Do not pass through the accident area, if avoidable.
Each driver will stop and will maintain their position. Any driver causing and accident during a red flag may be disqualified for the rest of the day.
On a red flag, do not block the pit/exit area.
If a red flag is displayed, the restart position will be from the last completed green lap. Any car that was involved in the mishap and stopped on the track will be placed at the rear of the pack if they are deemed safe to continue.
On a red flag, cars can go to the pits for repairs, but will be placed in the rear of the line-up.
In red flag condition, a damaged car must be inspected. In the case of an extended delay, the rejected car may be repaired to the technician's satisfaction and may enter the race.
All work on the car must be performed in the hot chute. No work is to be done on the track.
Only ambulance, fire safety, flagman and pit crew of the cars involved in the accident are allowed on the track.
YELLOW FLAG
During a yellow flag, any car causing an accident may be disqualified for the rest of the day.
When observing the yellow, the lead car will slow immediately and the rest of the field will assemble single file in behind.
If two or more cars are involved in an accident, their placement at the subsequent restart will be at back of the pack. Their placement is determined by the previous lap position, Not by who caused the wreck.
In the starting or restarting of a race, cars must maintain track placement either crossed up for initial start and single file on restarts. When the green flag is waved cars may pass after the orange cone. Must maintain single file until green flag is given.
When a yellow is displayed, a car may go to the pits but it will lose its track position.
No one is allowed on the track but officials, unless directed by Race Director under a yellow flag.

WHITE FLAG
A white flag indicates one lap remaining in the race.

CHECKERED FLAG
A checkered flag will indicate the completion of a race.
After the lead car receives the checkered flag, all others will also receive the checkered flag. Continue racing until the caution is displayed. All cars will exit the track except the winner.
The winner of the race may take one additional courtesy lap after receiving the checkered flag with caution.

BLACK FLAG
Under a signaled black flag and/or the stoppage of the race, the driver that is indicated must leave the track. Failure to do so may be enforced with a loss of points.
A car receiving a black flag for mechanical problems may return to the race (with tech approval) after completion of repairs in the hot chute. Car will be placed at the rear of line-up.
If any driver causes 3 stoppages during one racing event, the car and driver will be black flagged for the remainder of the race.
A black flag for intentional fouling, nerfing, spinning, or crowding 1st offense, (a warning) will be sent to the back of the line-up. 2nd offense, sent to hot chute with parent and 3rd offense, black flag,
Flagrant rough driving will result in a black flag upon first occurrence.
Any disruption in the pit area by handlers can result in a car being black flagged from the race.

GENERAL REGULATIONS
The word "participant" shall include any driver, car owner, or any SOQM member or pit crew involved in any sanctioned race event.
Drinking of intoxicating beverages or use of contraband drugs by any participant in the pits before or during an event is strictly prohibited. Anyone who shows any evidence of intoxication or drug use, or acts in any manner unbecoming, will be ejected from the pits.
SOQM Officials have the right to eject the entry of any car, driver or participant in any sanctioned event.
No member or participant shall subject any official or spectator to abuse or improper language at any time. Violations may be punishable by loss of points, disqualification and/or banishment for a sit time period.
Each class is to have their own spokesperson and required to fill appointed duties.
In the starting or restarting of a race, cars must maintain track placement either crossed up for initial start and single file on restarts. When the green flag is given, passing is permitted after the orange cone. Must maintain single file until green flag is given.
All starts will be flying unless specified otherwise.
When entering or leaving the pits, drivers must use due caution, failure to so may lead to disqualification for that event.
Scales will be provided at all races and monitored by appointed club member.
No radio devices will be allowed for communication between driver and crew.

SECTION III
SAFETY

On arrival at the track, have car safety teched then sign in to insure proper insurance coverage.
Full-face helmet, designed for racing with a SNELL 2000 rating or better is required any time a driver is on the track. Full coverage driver gear including: sturdy shoes, long socks, arm restraints, neck collars, and gloves are required for all activities. Although not required, race wear designed for race application is strongly recommended. Long hair must be will secured and kept under helmet. Fire head sock recommended.
Cars must be in good working condition with functioning brakes and throttle return springs (2). Any added weight MUST be bolted in.
Wings cannot be wider than the nerf bars.
All cars must have a full roll cage that encloses the driver and allows minimum 1" clearance between top of helmet and roll cage. Cage net is recommended on right side of cage.
All cars must have an approved 4(+) point racing harness installed as per manufacturer's instructions.
If driver has a safety issue during a race, pull to the grassy infield in front of the flag stand.
BRAKES:
All cars are required to have working brake(s) on drive axle.
Brakes must be disk type and must lock up both wheels completely upon application. (All classes)
FUEL AND FUEL LINES:
Ignition kill switch shall be mounted within easy reach of the driver (Novice must also attach an additional kill switch with 3 inch extension on the top of the cage within easy reach of an official).
Fuel lines must be kept away from moving parts and must not be made of metal. All fuel lines must not leak. Lines must have a positive connection such as a hose clamp or cable tie.

All mufflers must be securely attached to exhaust pipe and must have a welded loop wired to chassis to prevent mufflers from falling off during a race onto the track.

SECTION IV
CAR RULES
NOVICE 120 : red restrictor
Novice Honda Engine rules:

QMA legal Honda GX 120 engine and gear box only. All parts to be stock Honda specifically made for the GX 120 engine.

All stock Honda parts must be used and properly installed with the following exceptions:
1: Governor System may be partially or full removed with exception of the steel drive gear on the crank shaft.
2: Any style air cleaner and adapter can be used.
3: Stock Honda fuel tank must be removed.
4: Recoil starter must be removed.
5: Stock Honda muffler must be removed and replaced with standard QM pipe with single 4-8hp Briggs and Stratton muffler #294599 or Briggs style muffler. No modifications can be made to muffler except for washers welded to can for safety wire.
6: Choke butterfly must be removed from carburetor. Hole can be filed with silicon, cut down old shaft or screw.
7: Oil level wire must be cut but system must stay intact. Including, components inside of block.
8: Gear box may be rotated to any desired position.
9: Main jet in carburetor may be changed up to #65
10: on/off switch may be removed and hole covered.
11: Valve oil seal must be removed.
12: Spark plug may be replaced with any automotive style plug with ¾" reach maximum
13: All metal shrouds must be attached and not modified
14: Any type of throttle linkage can be used.
15: Fuel tank mounts can be removed from block.
16: Starter cup can be cut down.
17: The keyed end of the sun gear may be tapped or machined for snap ring.
18: Honing and deglazing of the cylinder bore is allowed.
19: Lapping the valves is allowed.
20: Honda 140 valve springs are allowed.
21: Brass screw on flywheel magnet must be under the top coil leg ATDC. If not, timing may be deemed illegal.
22: QMA red restrictor plate must be installed between carburetor and black insulator with two stock Honda gaskets on each side of restrictor. Restrictor must not be modified.
Car weight rule with driver is 250 lbs minimum.
No wings mounted on car.

This is a beginner class with recommended age of 5-8 years old.
THIS IS A NON-POINTS CLASS.
JUNIOR 120 STOCK: blue restrictor
Junior Honda Engine rules:

QMA legal Honda GX 120 engine and gear box only. All parts to be stock Honda specifically made for the GX 120 engine.

All stock Honda parts must be used and properly installed with the following exceptions:

1: Governor System may be partially or full removed with exception of the steel drive gear on the crank shaft.
2: Any style air cleaner and adapter can be used.
3: Stock Honda fuel tank must be removed.
4: Recoil starter must be removed.
5: Stock Honda muffler must be removed and replaced with standard QM pipe with single 4-8hp Briggs and Stratton muffler #294599 or Briggs style muffler. No modifications can be made to muffler except for washers welded to can for safety wire.
6: Choke butterfly must be removed from carburetor. Hole can be filed with silicon, cut down old shaft or screw.
7: Oil level wire must be cut but system must stay intact. Including components inside of block.
8: Gear box may be rotated to any desired position.

18: Honing and deglazing of the cylinder bore is allowed.
19: Lapping the valves is allowed.
20: Honda 140 valve springs are allowed.
21: QMA flywheel keyway or Tier 3 flywheel (black magnet) must be used. Keyway must be installed with QMA engraving facing the valve cover.
22: Brass screw on flywheel magnet must be under the top coil leg ATDC. If not, timing may be deemed illegal.
23: QMA blue restrictor plate must be installed between carburetor and black insulator with two stock Honda gaskets on each side of restrictor. Restrictor must not be modified.

Car weight rule is 250 lbs minimum with driver .
Top and nose wings are allowed.

This class is for younger drivers with prior experience. Recommended age 5-8 years old.

SENIOR 120 STOCK: no restrictor
Senior Honda Engine rules:

QMA legal Honda GX 120 engine and gear box only. All parts to be stock Honda specifically made for the GX 120 engine.

All stock Honda parts must be used and properly installed with the following exceptions:

1: Governor System may be partially or full removed with exception of the steel drive gear on the crank shaft.
2: Any style air cleaner and adapter can be used.
3: Stock Honda fuel tank must be removed.
4: Recoil starter must be removed.
5: Stock Honda muffler must be removed and replaced with standard QM pipe with single 4-8hp Briggs and Stratton muffler #294599 or Briggs style muffler. No modifications can be made to muffler except for washers welded to can for safety wire.

Top and nose wings are allowed.
This class is for older drivers with experience. Recommended age 9-15.
160 STOCK:
160 stock Honda Engine rules:
QMA legal Honda GX 160 engine and gear box only. All parts to be stock Honda specifically made for the GX 160 engine.
1: Governor System may be partially or full removed with exception of the steel drive gear on the crank shaft.
2: Any style air cleaner and adapter can be used.
3: Stock Honda fuel tank must be removed.
4: Recoil starter must be removed.
5: Stock Honda muffler must be removed and replaced with standard QM pipe with single 4-8hp Briggs and Stratton muffler #294599 or Briggs style muffler. No modifications can be made to muffler except for washers welded to can for safety wire.
6: Choke butterfly must be removed from carburetor. Hole can be filed with silicon, cut down old shaft or screw.
7: Oil level wire must be cut but system must stay intact. Including components inside of block.
8: Gear box may be rotated to any desired position.
9: Main jet in carburetor may be changed up to #82
10: on/off switch may be removed and hole covered.
11: Valve oil seal must be removed.
12: Spark plug may be replaced with any automotive style plug with ¾" reach maximum
13: All metal shrouds must be attached and not modified
14: Any type of throttle linkage can be used.
15: Fuel tank mounts can be removed from block.
16: Starter cup can be cut down.
17: The keyed end of the sun gear may be tapped or machined for snap ring.
18: Honing and deglazing of the cylinder bore is allowed.
19: Lapping the valves is allowed.
20: Honda 160 and 26# valve springs are allowed.
21: Brass screw on flywheel magnet must be under the top coil leg ATDC. If not, timing may be deemed illegal.

Car weight rule is 285 lbs minimum with driver.
Top and nose wings are allowed.
